As the prime contractor for the 2008 Trucking Security Program (TSP), the HMS Company has the lead role to ensure that all individual identification information is collected and maintained from individuals enrolled in the First Observer Program. This information includes all prior data previously collected and stored as well as all new information ascertained as a result of the TSP Grant award.

We are pleased to share that a Security Policy and Procedural Program was successfully implemented on Day One of the grant award. Through these policies and procedures, we are able to ensure that all participant data is adequately protected and secured.

Personal information collected from program participants will be accessible by HMS First Observer personnel that are assigned specific duties and responsibilities associated with and related to the collection, storage and use of this information. Further, this information, collected with the consent of the individual enrolling in the program, will be under the direct control of the HMS Security Officer. In the assignment of a security officer to the First Observer Program, HMS has contracted the services of an officer who is vested with the reasonability of ensuring that all participant personal information is never comprised, nor accessible to any individual or team member that is unauthorized to access this information.

All participant data that is submitted to HMS is stored on a dedicated computer server with appropriate security firewalls located within a secure area at HMS' Program Office located in Alexandria, VA.

HMS will actively maintain the privacy of all participants' information on a daily basis. Under no circumstances will any access to participant information be made available to any other team member or the transportation stakeholder community.
